<p>Ken Miller faces Stephen Covert in this race.  Republican Miller was first elected to the Oklahoma House of Representatives in 2004 and he is currently serving his third term.  Miller serves as Chair of the House Appropriations and Budget Committee.  He earned a bachelor’s degree in economics and finance from Lipscomb University, a master’s degree in business administration from Pepperdine University and a doctorate through the department of economics at the University of Oklahoma.  Given the difficult economic challenges facing the state, Miller will need that training and experience.  <strong><em>Tulsa Today</em> endorses Ken Miller for State Treasurer.</strong></p>

<p>Republican state Rep. Ken Miller and Democrat Stephen E. Covert are facing each other in the race for state treasurer.</p>
<p>Miller, who defeated former state Sen. Owen Laughlin, R-Woodward, in the July primary with 63 percent of the vote, said he is most qualified because of his background in economics and his experience working with the state budget.</p>
<p>Miller, 43, of Edmond, is an economics professor at Oklahoma Christian University and chairman of the House Appropriations and Budget Committee.</p>
<p>“The best education I have had is sitting in the budget office at the state Capitol,” Miller said. “You really have to learn how government operates at every level when you deal with a budget as complex as a $7 billion state budget.”</p>
<p>Covert, 61, of Midwest City, is a certified public accountant and said his accounting experience ensures he looks at the position from a task viewpoint, rather than the political viewpoint of his opponent.</p>
<p>“[Miller is] better at politics than I am,” Covert said. “We just have different perspectives on what’s important.”</p>
<p>Covert’s strategy for the position of state treasurer is to stop giving as much state money to larger, out-of-state banks and instead invest it in Oklahoma banks, he said.</p>
<p>“I want to give the small banks an opportunity to have the state money,” Covert said. “I need money in the state to have economic benefit, and economic benefit means jobs, and jobs mean hope.”</p>
<p>Covert admits the strategy is somewhat risky, and although smaller banks can’t show as big of a return initially, he believes it will work in the state’s favor in the long run, he said.</p>
<p>Miller said he thinks this plan is not very well thought out.</p>
<p>“I don’t think that you should accept an increased risk with a reduced return,” Miller said. “That just sounds foolish to me, frankly.”</p>
<p>Miller’s goal for the office is to maximize taxpayer dollars, which is accomplished by determining the proper role of government, he said. For Miller, the four essential areas for the government to spend tax dollars on are education, public safety, public health and transportation.</p>
<p>“You can’t afford to do everything, and those are four functions that you absolutely have to do, and there’s no way around it,” Miller said.</p>
<p>The state treasurer position is currently held by Democrat Scott Meacham, who chose not to run for re-election.</p>
<p>Meacham, who has served in the position since 2005, has endorsed Miller. The fact that they belong to different parties isn’t a hindrance to his support, Meacham said.</p>
<p>“The state treasurer is really a technical job, not a political job,” he said. “It really ought to be about who’s the best qualified person for the job.”</p>

Oklahomans have some good choices in the attorney general, auditor and state treasurer races on the ballot Nov. 2&#8230;.</p>
<p>Current treasurer Scott Meacham has been a very good officeholder and a straight-shooter. He has earned the respect of both political parties.</p>
<p>So, we have that same expectation of our next state treasurer.<br />
Ken Miller, a Republican who holds a doctorate in economics and also is an economics teacher, seems to be the most experienced in this race.</p>
<p>His Democratic opponent is Stephen Colvert.</p>
<p>Miller has more experience than his opponent, and his experience as a legislator also will come in handy as he finds ways to work with the new governor and Legislature to make the state more economically stable.</p>

<p>EDMOND — Tuesday was a great night for state Rep. Ken Miller as word came that he had won the statewide Republican primary for the Office of State Treasurer, he said.</p>
<p>“We had a good campaign and a good positive campaign,” said Miller, who lives in Edmond. “My hat is off to Owen Laughlin. He also ran a very good campaign.”</p>
<p>Miller’s conservative campaign for no more spending during tough economic times struck a chord with Republicans. He picked up 145,391 votes, or 63 percent, more than enough to beat former state Sen. Owen Laughlin’s vote tally of 85,231 votes, or nearly 37 percent of the total, according to the Oklahoma State Election Board.</p>
<p>“No one does anything on a statewide basis by themselves. It takes a huge team effort and we’ve certainly had that with friends, supporters and family,” Miller said.</p>
<p>Miller bested Laughlin in the City of Edmond by winning 7,299 votes to Laughlin’s total of 2,608 votes, according to precinct numbers from the Oklahoma County Election Board.</p>
<p>“It took everything we had. We had a good competition but it was a great team effort and I’m forever in their debt for all their work they put in on the campaign,” Miller said.</p>
<p>Miller, 43, will face 61-year-old Stephen E. Covert of Midwest City in the Nov. 2 statewide election.</p>
<p>Miller’s campaign contributions and expenditures report shows a balance of $287,000 remaining from $440,000 in total receipts, according to an Oklahoma Ethics Commission report ending July 12.</p>
<p>Stephen Edward Covert For Treasurer In 2010 is left with a zero balance of funds after total disbursements of $4,087, according to the Ethics Commission.</p>
